Planning Projects: Highlights

Strategic
Planning, Avataq Cultural Institute, 2005. For 25
years Avataq has represented and promoted the cultural interests
of Nunavik, and provided an important resource for Inuit culture
in Canada and beyond. Consilium worked with Avataq to develop
a long-term strategic plan for the organization and the region,
helping to link Avataq to both community and regional cultural
needs and to the wide range of emerging opportunities in Nunavik,
Quebec and Canada.
Northwest Passage
Park Interpretive Signage Redevelopment , Gjoa Haven, Nunavut;
(2005) Aarluk Consulting, in association with Marla
Limousin, has undertaked a comprehensive consultation and redevelopment
of visitor interpretation signage along the Northwest Passage
Park historic walking trail for the Hamlet of Gjoa Haven and
Department of Environment, Government of Nunavut. Celebrating
the successful completion of the Northwest Passage by Roald
Amundsen one hundred years ago, the interpretive signage has
been redesigned and written to capture the Inuit perspective
on this event.
Fossil Creek
Interpretive Signage Program and Educational Poster, Coral Harbour,
Nunavut; (2005) Aarluk Consulting, in association with
Marla Limousin and Geological Survey of Canada, designed an
interpretive education program for this significant fossil bed
laid down in the Ordovician period. Working in collaboration
with the Hamlet of Coral Harbour, Department of Environment,
Parks and Conservation Areas Division, and Department of Education,
this project will result in an onsite interpretative walking
trail and an educational poster on the fossils of Nunavut.
Interpretive
Signage Program and Brochure for Sylvia Grinnell Park, Iqaluit,
Nunavut; (2004-2005) Aarluk Consulting, in association
with Uqsiq Communications, researched and designed a comprehensive
informational and interpretive program for Sylvia Grinnell Park,
Iqaluit. Working in collaboration with the Department of Environment,
Parks and Conservation Areas Division, and in keeping with the
Nunavut Parks Program, and Standards and Criteria for Nunavut
Parks Signage, our team successfully developed a signage program
and park brochure.
Kivalliq Regional
Visitor Centre Interpretation Plan and Resource File; in association
with Lord Cultural Resources for Department of Sustainable Development
(DSD), Government of Nunavut, (2003-2004). Extensive
consultations with tourism, culture and economic development
stakeholders in the Kivalliq Region to identify an interpretive
program development strategy for the proposed regional tourism
centre.
Nunavut Heritage
Sector Needs Assessment and Strategic Plan; (2004-2005)
on behalf of the Nunavut Heritage Sector under the management
of Inuit Heritage Trust and supported by Heritage Canada and
the Department of Economic Development and Transportation, Government
of Nunavut. A comprehensive needs assessment survey and consultation
process, with over fifty heritage sector stakeholders in Nunavut
to identify the strengths, weaknesses and opportunities for
the future of the sector. A facilitated three day work shop
with twenty-five stakeholders to discuss the needs assessment
findings with stakeholders and draft a strategic plan. Facilitation
of the formation of the Nunavut Heritage Network, a volunteer
board of sector stakeholders with a mandate to implement the
strategic plan for the sector.
Work plan for
National Parks IIBA Community Initiatives Fund; for Kivalliq
Inuit Association (2004-2005). Undertake community
consultations with the five Kivalliq communities neighbouring
Ukkusiksalik National Park (Wager Bay), and prepare a detailed
plan and recommendations for implementation and operation of
a Community Initiatives Fund, required by the Inuit Impact and
Benefit Agreement for National Parks negotiated under the Nunavut
Land Claim Agreement. Work included an evaluation of economic
opportunities for each community, options and recommendations
on how the Fund's resources should be allocated and on a process
for approval of proposals.
Flying Together,
Wakenagun Community Futures Development Corporation and Mushkegowuk
Council Employment and Training Services, 2003. This
year-long community based planning project that undertaken in
each of nine communities in the Mushkegowuk region of Ontario.
Co-ordinated Community Economic Development and Human Resource
Development Plans were prepared in each community, as well as
Economic and Human Resource Development Plans for the region
as a whole.
Kitikmeot
Regional Training Plan, Kitikmeot Inuit Association, 2001.
The regional Inuit association mandated to address the economic,
social, cultural and political needs of Inuit in the Kitikmeot
region of Nunavut. Designed and implemented a strategic planning
process to develop a long term, comprehensive strategy and plan
to address training needs in mining, tourism, hamlet employment
and DEW Line cleanup and reclamation.
Implementation
Planning for Land Claims, Nunavut Tunngavik Inc.1994-97.
Consilium prepared and helped to implement long-term strategic
and short-term operational plans for the implementation of Inuit
responsibilities under the 1.4 billion dollar Nunavut Land Claims
Agreement.
Boards of
Directors Planning Workshop, Boards of Kitikmeot Inuit Association
and Kitikmeot Corporation, 1999, the Inuit political
organization and Inuit development corporation for the Kitikmeot
region of Nunavut. Designed and delivered a planning workshop
to examine the respective mandates, roles, structures, relationships,
and strategic directions of the organizations, resulting in
a plan that clarified organizational roles, provided proposals
for restructuring, and identified future directions and priorities
for the organizations.
Operational
Planning, for Inuit Circumpolar Conference (ICC), 2000,
an international organization representing Inuit in Russia,
Alaska, Canada and Greenland. Designed and delivered a planning
session that developed a one-year operating plan for ICC and
each of ICC’s program departments, for presentation to
the ICC Board of Directors.
Community
Strategic Planning Toolkit for Employment and Training, HRDC,
1999. Designed and
developed a planning toolkit and facilitated planning sessions
across Canada for Aboriginal organisations involved with the
implementation of 5-year Aboriginal Human Resource Development
Strategy (AHRDS). (Project

Regional Bilateral
Agreements Phase II and III, Human Resources Development Canada,
1998. Developed a Community Strategic Planning Toolkit
for Employment and Training emphasizing a community driven,
flexible planning process that Aboriginal Human Resource Development
Delivery Mechanisms could use in the implementation of AHDS.
The planning tools were implemented in 4 sites across Canada.
Kitikmeot
Community Mobilization Strategy, Kitikmeot Economic Development
Commission, 1998. Assisted KEDC and Kitikmeot Corporation
in organizing a planning session to facilitate dialogue on utilization
and co-ordination of existing resources to ensure that benefits
derived from these developments go to those people living in
the Kitikmeot region.
Nunavut Strategic
Planning; Nunavut Community Economic Development Organizations;
Cambridge Bay, Northwest Territories, 1995. Preparation
of a strategic planning session for organisations in Nunavut
with responsibility for economic development.
