Aarluk and Consilium Economic and
Social Development Projects: Highlights
National
Conference on Land Claims Implementation, 2006. In
2003 Consilium organized the first national symposium on the
implementation of land claims in Canada, a landmark event that
resulted in the creation of a Canada-wide coalition of First
Nations and Inuit, working together to promote the development
of a new Federal policy on Claims Implementation. Three years
later Consilium was asked to organize the second symposium,
an even larger event called to review the government's anticipated
new Policy.
Nunavut Heritage
Sector Needs Assessment and Strategic Plan; (2004-2005)
on behalf of the Nunavut Heritage Sector under the
management of Inuit Heritage Trust and supported by Heritage
Canada and the Department of Economic Development and Transportation,
Government of Nunavut. A comprehensive needs assessment survey
and consultation process, with over fifty heritage sector stakeholders
in Nunavut to identify the strengths, weaknesses and opportunities
for the future of the sector. A facilitated three day work shop
with twenty-five stakeholders to discuss the needs assessment
findings with stakeholders and draft a strategic plan. Facilitation
of the formation of the Nunavut Heritage Network, a volunteer
board of sector stakeholders with a mandate to implement the
strategic plan for the sector.
Evaluation
of the Canada-Nunavut Labour Market Development Agreement, Human
Resources Development Canada, 2004. Research methodologies
included key informant, stakeholder and employer interviews,
clients interviews, a detailed survey on Benefits and Measures
offered under the Agreement, and data review and analysis from
a variety of sources, including the Government of Nunavut's
Case Management System for analysis and reporting.
Planning for
a Nunavut Language Centre, Government of Nunavut, 2003.
Conducted Nunavut-wide research and consultation and prepared
recommendations, plan, schedule and budget for the development
a Nunavut Centre to promote and protect the Inuktitut Language.
Planning for
the Hamlet of Arctic Bay and Hamlet of Sanikiluaq, Nunavut,
May 2000. Provided assistance to the Hamlets in preparing
a community economic development plan, by examining a broad
range of options for development. Consilium outlined directions
and strategies for short and long-term community economic development
that were sensitive to social, cultural and economic realities
in the two communities, and to the present and future needs
of both communities. The Sanikiluaq Plan was singled out for
special praise in the Nunavut Legislative Assembly. (Project

Negotiation
of Economic Provisions for the Dew Line Clean Up, Nunavut Tunngavik
Inc., 1999. Negotiated and co-ordinated the Nunavut
Tunngavik Inc. team in negotiations with the Dept. of National
Defence on development of an Economic Protocol governing Inuit
participation in the DEW Line Clean Up in Nunavut. Services
provided include co-ordination and research, developing negotiating
positions for discussion by the negotiating team, and participation
in negotiations.
Workplan for
National Parks IIBA Economic Opportunities Fund for Kakivak
Association, 2001. Kakivak Association is the Inuit
Community Economic Development Organization for the Baffin region
of Nunavut. Prepared a detailed plan and developed recommendations
for implementation and operation of an Economic Opportunities
Fund, required by the Inuit Impact and Benefit Agreement for
National Parks negotiated under the Nunavut Land Claim Agreement.
Work included an evaluation of economic opportunities for each
community, options and recommendations on how the Fund’s
resources should be allocated and on a process for approval
of proposals.
Development
of a Departmental Policy Statement for Federal Lands Regarding
the Management of Human Activities in Caribou Calving and Post-Calving
Areas, Department of Indian Affairs and Northern Development
(with P. J. Usher Consulting Services), 2001. Assisted
the Department in the initial process of policy development
by conducting consultations with organizations in Nunavut and
in the Inuvialuit Settlement Region involved in the management
of caribou and caribou habitat, and by making recommendations
on policy development based on the results of the consultation.
Community
Economic Development Officers’ Reference Manual, Hamlet
of Arviat, Northwest Territories (NWT), Canada, 1997.
Designed and compiled a reference manual which provides Community
Economic Development Officers (CEDOs) in the Kivalliq Region
of NWT with practical information, tools and resources on community
economic development.
Kitikmeot
Partnership Planning, Kitikmeot Economic Development Commission,
June 1998. Facilitated the initial meeting of government,
Inuit organisations and private companies which formed a partnership
and provided a forum where groups could strategize the most
appropriate approaches to maximising employment as the result
of development that will take place within the Kitikmeot region
of Nunavut.

Economic Development Planning Session, Partners in Development,
Arviat, Northwest Territories (NWT), Canada, 1997.
Designed and delivered a planning session on the process of
community economic development, including application in the
Kivalliq Region of NWT, the roles various stakeholders could
play, the appropriate strategies for implementation, draft of
an action plan and mechanisms for monitoring and evaluating

Nunavut Business
Credit Corporation (NBCC), Department of Sustainable Development,
Government of Nunavut, 1998, in conjunction with the
Kitikmeot Corporation and the Department of Sustainable Development
undertook preliminary research by interviewing a range of organisations
involved with economic and business development – especially
Development Corporations and the CEDOs – and prepared
recommendations for the establishment of a Nunavut Business
Credit Corporation.
A Review and
Assessment of the Economic Utilization and Potential of Country
Food in the Northern Economy, Royal Commission on Aboriginal
People, 1995. A review of the current economic importance
and potential of country food for Aboriginal people in Labrador,
Northern Quebec, Nunavut, Northwest Territories, and Yukon.
